In a normal IPO you would be required to wait AT LEAST 6 Months before you can sell your Shares. In ICOs they take as much Money as they can get and then use them to Wipe Out the ENTIRE MARKET.

IMO people aren't sure about the future of BTC, and whether the soft fork will cause it to temporarily tank. Considering Ethereum could be thought of as it's main rival, people might be waiting for a potential rise as BTC crashes.

Either that or people have realized all these ICO's are a whole wack of absolutely nothing, and ether as a currency is still in it's infancy. Hodlers just hodling.
