Nah, the abuse and rampant killing of them started after the fall of Cleveland and the rise of the super herds. With US agriculture in a shambles, feral fluffs were declared an invasive species to be terminated on sight. Because they're legally bio toys anyhow and not protected by any animal rights laws, people were free to dispose of them in any way they choose and it's all perfectly legal and accepted by their in-universe society.
