It's an issue regarding the order of operations. You use PEMDAS so you as the 2 and 1 in the parenthesis to get 3, then it's an issue of whether you divide the 6 by the 2 or multiply the 2 and the 3 first. You're supposed to divide the 6 by the 2 first because you do whatever comes first in the equation. Thus you multiply (6/2) and 3 to get 9 as your answer.

When we say 6/2, what we're really doing is 6 * 0.5.

So if we do it like that, it becomes 6 * 0.5 * (2+1)
Then 6 * 0.5 * 3
And finally 3 * 3 = 9
