The loss is due to how Obamacare was passed. If the passage of the law was done through normal channel instead of through budget reconciliation and a debate as to specific points of the law the Tea Party wouldn't have happened.
The Federal government provides the bulk of funding for state governments. Without that money, you are fucked in every single way. The states merely act as distributors of all that cold, hard, Fed cash.
And the Republic is infinitely more fragile than you could believe.
