The narrative that it is Ryan who destroyed Trump's plan has been pushed by breitbart ever since polls first showing unfavourable reactions towards trumpcare. In reality the problem is that the hardliners think that it's too benefitial to sick people, moderates are worried about what will happen to the midterms if they roll out a plan that's kicking off 25 million people off healthcare (over 10 years or so but that's not how you write inflamatory headlines), the democrats will torpedo it out of spite and several members of the GOP leadership simply do not like Trump enough to support him on this.
What the republicans need to do is just chill the fuck out a bit. The Affordable Care Act took more than a year to roll out (still too fast for most republicans) and even then it is marred with imperfections (especially as the republicans gutted it before allowing it to pass. Possibly out of spite, possibly knowing that if they sabotaged it then, then it would be easier to repeal now).
I understand why the Trump administration is trying to push through everything so quickly; His apporval ratings are abysmal and one of the most common critizisms towards him is that he will not deliver on his promises. Most spending on health care is at end-of-life. Heroic measures to keep the dying not dead for One More Day are a huge problem in the US health care system. Get rid of that, even the easy and obvious waste here, and you can drop total costs by 20-30% easy.
