But here's the deal, as you get older both your facial and body hair grows in thicker. I didn't have a hairy chest at 23 and now in my mid 30s I have a forest on my chest. Along with hair on my belly and back.... that typically goes along with a hairy chest.

That's all it's been since I was like 16, and I doubt it'll change much at this point. It's already been said, but it's just your genes that determine body hair distribution. Just feel lucky that you didn't get the bald head/ furry body that some people get.
