None of what you say argues against what I stated. International price of oil does not affect who buy from who; costs to import/export the oil does. You have to pay for transportation and its much cheaper to buy the oil from Canada instead of Saudi Arabia if the pipeline is built. The only reason the price has dropped is because there is a surplus of oil in the arabic regions do to a low economic performance in most countries.
