i think a better solution would be to make colleges pay textbook fees, and cover any other digital stuff that comes with it
this would make colleges buy the cheapest book (theoretically), and in turn this would drive business away from the people charging several hundred dollars per textbook
this would create competition, and ultimately lower book prices
i hate mandating shit, but yeah, as long as colleges still have the ridiculous amount of power the do we should incentivise them to make all aspects of education more available.
