In America we don't pay people a full wage. Tipping is similar to not having taxes factored in the list price of consumer goods. By not adding to tip or taxes to the price the consumer sees we can maker people think things are cheaper than they are in reality. It helps keep our consumer focused economy going and enables us to pay slave wages to people in our service industry. Adding the price of a tip plus taxes basically brings artificially reduced prices up to more logical levels.

I always tip around 20% but there have been a few times I didn't tip mostly because I didn't have much money at the time myself. Check it out, I am a waiter at a fucking Pizza Hut, and I get less than minimum wage, but even here I can tell you that if you are not a complete waste of oxygen you will get enough tips to make way more than minimum wage. On a slow day I make around $8.50 an hour total, and on a busy day I pull in over $10 an hour. At a fucking Pizza Hut, for fuck's sake! I can't make this much money washing dishes at Denny's, that's for sure. In all the places I've worked as a cook tips enter a pool and 15% goes to the kitchen and are distributed based on weekly hours, the same for the servers/runners/bussers/hostess. If you don't tip everyone collectively gets the shaft.

Tipping is the socially accepted behavior. There are no legal ramifications if you don't tip but social mores are enforced informally.

Also the fall over ten years is only 3% - I'm not convinced that it is anything more than noise. And I don't see a correlation with the chart.
