Nah, just GIMP.
Copy the image, ctrl+v it into GIMP. Right click > To New Layer. Delete the original layer that's blank. Image > Fit Canvas to Layers. Right Click > New Layer. Use the pencil brush to draw circles, [ and ] resize the brush easily. Cover everything with circles EXCEPT any clothed areas, cover as much of the picture with circles as you can. When you're done, Select > By Color, and click a circle. Then Select > Invery. Then change colors to what you want the final color to be, Paint Bucket outside a circle. Then Select > Invert, hit Delete key, save, and you're done!
Not OP note: The more skin there is, the easier it is to do, and the more likely it is someone will do it.
Also, short black-haired chicks with glasses and big tits, those are more likely to get done also.
This is an easy one to do, I like easy ones.

Well that was interesting.
Never tried it before.
Need to figure out how to distribute the circles better.
1. Create a new filed layer. Turn its opacity down.
2. Select regions with the ellipse select tool, hold shift after you start dragging to lock it to a circle. You can drag the selection region to reposition & resize as needed.
3. Hit delete key to erase the region.
4. Repeat 2&3.
5 Turn opacity back up. Export image.
>Copy the image, ctrl+v it into GIMP. Right click > To New Layer. Delete the original layer that's blank. Image > Fit Canvas to Layers
Also, you can ctrl-shift-V to create a new image with your clipboard data. If not just drag the image into the workspace or application icon.
