Rising interest rates only show up as new issues are released. Once the interest on a bond is set, it is set. It does not change like how a company can change a stock dividend.

That is a florescent tracer chemical added to the water to follow it, see if the sewer is leaking out, or to find out if the water it was added to is getting into the sewer system. It is harmless and biodegradable.
