You're almost right. It's used to see how much air is left in ones oxygen tank. Let's say you have air for 15 minutes, then you can put the top arrow at what the time is now so you don't have to wait for the minute marker to go to any even number like 15 or 30 minutes. The reason for the bezel only moving one way (right side) is that you can only lessen the time inside the water so you dont kill yourself.
