The name of the song is "Chinchin". The words come from a kindergarten song used by Japanese girls to embarrass one another, beginning "chinchin, burabura, souseiji!", "chinchin" being slang or childish term for "penis", "burabura" being a Japanese "gitaigo" (a sort of abstract onomatopoeia) term referring to something which is both hung from something else and moving, and "souseiji" being a transliteration of the word "sausage". Use your imagination.
The band is the Osaka group, "Bang Wa Cherry", its two members being Kuriyama Kyoko and Takahime Mesuko. Bang Wa Cherry is unsigned, has no albums available, and apparently no other songs (at least recorded ones) other than the performance of the above-mentioned song in Blade. They are, however, reported to occasionally do unpublicized club appearances in the Osaka area.
According to sources, the song in “Blade” in which the Japanese shoolgirls are singing is called “Chin Chin.” It was composed by Damien Wagner and performed by Bang Wa Cherry. The song was written for the film and was sung by the girls you see in the movie. The DJ in the movie is DJ June, who also did the DJ work for the track. The song is not available on the soundtrack and it isn't clear, yet, whether any of the artists responsible for that song have released any of their work. So keep on eye out for any future releases by Bang Wa Cherry, DJ June, and Damien Wagner!

The lyrics in that song go, in part: "Chin-chin buri-buri soseji". This translates rougly out to "dick swinging like a sausage." Seriously!
I knew "chin chin" was Japanese slang for penis. When I first learned that, I found it greatly amusing because when I was a kid, my Mom named the family dog, a Shih-Tzu, "Chin Chin". She claims ignorance, but I wonder......
