You can make transistors really small.

The problem goes like this.

You can do this with two digital time delay relays. But those cost $40-50 ea new.

A very simple PLC can do this, but costs $80-140. However it comes with a case and runs off AC.

I'd try buying a used PLC off ebay and learning how to dick with it. It's a valuable skill some places.
