No it wouldn't. At that scale relativity comes into play. It would still require > distance/c amount of time for the stick to move on the other body, assuming its relative position and rotation never changes to begin with.

As the mirror gets completed, the light that has been traveling for ten years will have just reached it, meaning a ten year trip back home. the light that left earth ten years prior to the mirrors completion would return to earth ten years after its completion. letting you see ten years into the past. not twenty. but the science checks out.
