It was Florey, Chain and Heatley who developed penicillin for medical use. Fleming discovered some spores on a substrate had killed the surrounding bacteria, he didn't place the spores there, he didn't even know where they had come from and when he saw what they could do he used them to paint pictures on yet more substrate. Giving the Nobel prize to Fleming is yet more reason I hate the Nobel committee.

I explicitly stated that Fleming discovered penicillin, what I objected to was you claiming that a Scott "invented" penicillin, seeing as how this doesn't make sense I assumed you meant inventing the process and methods by which penicillin was first used, which is false. Also it probably would have been discovered without Fleming, even he admits that it happened by chance, he almost destroyed it.
