A fusion would have to have the main features of both.

The main features of 4chan would be anonymity in posting, general lack of options for a 'persona' beyond a name/tripcode, and impermanence of content (on the main site at least). No fucking themes and custom layouts here, boys.

The main features of tumblr are the ability to customize your content feed and disseminate stuff you like by reblogging it.

So... you create an account and are exposed to a stream of all the content everyone's putting up. It's tagged, so as you begin browsing you can deselect the tags you want to get rid of as not relevant to your interests, and boost the presence in the feed of those that are. If you 'reblog' or whatever, it makes that post more prominent/likely to show up on other people's feeds, because that shit is clearly interesting. Content posters are either anonymous, in which case it just joins the great flood of content, or filthy namefags, in which case you can access contact details for them by clicking on their name - like an artfag might have a link to their tumblr or deviantart.

Could be cool. Reminds me of those internet radio stations that you progressively filter til you get stuff you like, with occasional new tracks the system think you may like.

So when a registered user wants to find specific content, they just type in the #, @, or both, and it will give them a list of current results. Op, if you want to really get this going, Drupal is going to be slow as fuck. You'll need to learn HTML, Javascript and CSS. Then a server-side language like PHP. (Although IMO PHP is ugly as shit. it works, but not my style. maybe try something new like Golang)

you're gonna need a better host than GoDaddy (buying the domain w/ GD would work though). Amazon AWS is really nice & quite cheap. They run Netflix's servers. A lot more complicated than GoDaddy, but they'll suit the needs of anything you need. Great customer service too.
