Reigns always needed a lower tier title run for a good while to get him ready for the main spot and to make fans accept him better. He should have gotten the US title over Rusev at mania and run the open challenge instead of Cena. If he was a strong US champ he would have stayed over and gained momentum and could have been viable as heavyweight champ by mania 32. As it is I think he will always have a stigma about him now no matter what he does, and whenever he is wrestling in front of smart crowds he will always be rejected.

Reigns needs to be perceived as working for his share because people just view him as what he is: an undeserving forced push. Therefore you use the USOC to promote that hard worker aspect by having him have those spotfests week in, week out. Not just on PPV.

I'm not gonna get a good in-ring performance with Roman unless he's in there with a good opponent. He's become a much better worker since last mania. Even a few ppvs ago he would never wrestle the raw after the ppv. Now he's doing 3 main event matches in 2 days. Getting carried for all of them but doing them nonetheless. He's also very athletic so he'll only get better. So my problem with Roman isn't his work. My problem is with how he is booked. We absolutely can't have another cena after a decade of super cena. I'm sure it works for merch to have an invincible baby face but viewer interest is dependent upon compelling characters and he just doesn't have the charm to carry the title.

His best shot is being a Orton style tweener. Where he can be in top feuds but not be THE face.
