Reigns always needed a lower tier title run for a good while to get him ready for the main spot and to make fans accept him better. He should have gotten the US title over Rusev at mania and run the open challenge instead of Cena. The point with the USOC is that it promotes the "workhorse" shtick. It worked with Cena to the point where smarks legitimately received his USOC segments well after a decade of hating him.
Reigns needs to be perceived as working for his share because people just view him as what he is: an undeserving forced push. Therefore you use the USOC to promote that hard worker aspect by having him have those spotfests week in, week out. Not just on PPV.

He cuts shit promos and has piss-poor matches wherein his opponent works the majority.
My solution being that he should do a more controlled version of what he has done on PPV against Bray and Beeg and do them regularly. His spotfest matches. Because those get over easily with the WWE crowd.

Look, dude, Roman was popular in the Shield because Seth and Dean did all the work and then Roman would get the hot tag-in and do the samoan war cry bullshit and hit his one-two moves and destroy the opponent for good. That's the level he's at. That's the level he's still at. He hasn't improved.

I'm not gonna get a good in-ring performance with Roman unless he's in there with a good opponent. With somebody like Big Show, Kane and Braun Strowman (or how the fuck he spells it) it has to be outside, a brawl, near total spotfest. Shit, even with a guy like Luke Harper or Bray Wyatt it's better to turn the match into a brawl outside, since that's what Roman is specifically for.

He's become a much better worker since last mania. Even a few ppvs ago he would never wrestle the raw after the ppv. Now he's doing 3 main event matches in 2 days. Getting carried for all of them but doing them nonetheless. He's also very athletic so he'll only get better. So my problem with Roman isn't his work. My problem is with how he is booked. We absolutely can't have another cena after a decade of super cena. I'm sure it works for merch to have an invincible baby face but viewer interest is dependent upon compelling characters and he just doesn't have the charm to carry the title.

His best shot is being a Orton style tweener. Where he can be in top feuds but not be THE face.
