Macho because he attacked Hogan first but realistically Hogan comes off the whole build up seeming like a giant sleazeball and a total heel. Savage did the right thing and whipped that ass, but muh Vince thought Hulk draw better so he stays face despite seeming like the bad guy. Same damn thing happens a few years later with him and Sid.
