Try half that. Austin's run on top only lasted around 6.5 years, and he was out for around a year and a half, so say 5 years as the top guy. Now how many years did Hogan run on top? Double that? I'm assuming this list includes the Mania where he ran in at the end and basically stole the belt for no reason.
Oh wait, this list is as of May 2000, so cut another year and a half from Ausin's run. That means that Austin headlined, on average, more than double the shows Hogan did in the same period of time.

Remember a buyrate is only a percentage of the PPV market, back in the day that was far smaller so a show could end up doing less buys and making less money than a modern show but have a higher buyrate.
E.g. Wrestlemania III did a 10.3 buyrate but that was only 400,000 buys, Austin headlined plenty of shows that did that number, whereas Ric Flair probably didnt headline any.
