In WWF, McMahon had stars in his eyes for Nash not Shawn hence why he put the strap on Diesel first. In WCW he legit had real behind the scenes heat with Hogan and they battled on and off screen for a year. In TNA he was used for his name value. He returned to WWE in 2011 based off of the huge ovation fans give him at the Rumble not because of HHH (Vince still in charge and always has final say).
