Well, seeing how a majority of indy wrestlers and even current WWE wrestlers try and emulate him, I would say that is a significant change.
Bryan Danielson has a bigger impact on WRESTLING, but Punk and Jeff Hardy were the guys who made that the "indie style" would have a bigger presence in WWE. Without that two and some others, including Daniel Bryan, guys like AJ Styles, Kevin Owens or the entire NXT main eventers probably couldn't be considered something more than "indie darlings".
However, in general terms, neither of them is equal to Hogan, Austin, Rock, Cena, Taker when we are talking about make grow the wrestling popularity and draw dimes

Punk had the biggest impact, he brought more smark interest to the company, the same smarks that don't pay for WWE but want the entire show changed to their satisfaction.
Now we have indie jobbers everywhere because WWE decided to cater to the fat demographic at the cost of ratings. On the plus side they've been focusing on the more traditional wrestlers like Goldberg/Lesnar/Roman/Braun so things may change.
