The joke is that every week since SmackDown beat Raw, he makes a thread saying "SMACKDOWN RATINGS PLUMMET"
First they dropped 10% and he said they plummeted, then they dropped less than 5% and he said they plummeted, now they went up and he still said they plummeted and the punchline is that they didn't go down at all.

That only counts as 'plummeting' if Raw and Smackdown are competing shows airing at the same time. Then, relatively, smackdown would be doing worse.
The only way Smackdown ratings would be considered to plummet as is, would be if the other most-watched shows at that time increased by more than 5%, meaning that even an increase in viewers was a loss of market-share.
