WWE was already in its lazy period by the time Steiner came back.

They had nothing to prove, no competition. They had already created this culture of promoting mediocrity and keeping talent down, to make their average guys with influence look good (HHH). The talent had nowhere else to go, so it largely worked. Now a whole generation of <25 year olds actually believe HHH was ever good.
