he wasn't the top heel like a Hollywood Hogan or someone was, nobody was paying to see him. McMahon was the top heel and all of the heel champions were second fiddle. The famous rating he got with Austin had nothing to do with him, the previous night was austin vs the mcmahons in a 2 v 1 ladder match and then Austin came out and booked himself in a title match. There was no build up or storyline with him, people just tuned in to see Austin win the belt.

Austin drew that, he wasn't the top heel, and the highest drawing match is actually Hogan vs Andre according to something I saw on here yesterday. Googled it and they actually did do a 15.2 rating so it isn't a meme. If all you have is two points to argue for Takers drawing power, and they both involve Stone Cold at his peak, that isn't really a good look
