Most of these online bookies are in tax havens, even in the UK, there are no "insider trading" rules. You can even set up a corporate entity to make these bets in the UK. Some guilds have rules on betting, but are not enforced (I believe the director's guild forbids it, but not sure).

Not much. It is illegal in some countries, but even then you can just bet by proxy. Hell with modern tech you can bet by phone. It's extremely hard to prove insider betting now.
That's why these things like 'Taker suddenly becoming favorite happens. It probably was someone who got wind of the finish or possible finish betting large sums of money on him, which made his odds dip.
