Foley is a notorious penny pincher. He's incredibly tight with money, very frugal so to speak. He himself has admitted that several times over the year. He'd sleep in the scummiest cheapest motels just to save a few bucks, and there's stories like him keeping his pants up with a piece of rope around his waist rather than spend money for an actual belt.
