Goldberg was WCW champion when Nitro started losing to RAW. The last rating battle Nitro won 10/21/1998. Bischoff rubber stamped Nash beating Goldberg because Nitro had lost to RAW 9 weeks in a row with Goldberg as WCW Champion.
