The WWE should introduce a television title, to be defended weekly on the show. What would set it apart would be that the champion could be challenged by any wrestler in the world, on the WWE roster or not. So they could, for instance, bring in an indie talent they have their eyes on to challenge the champion. Maybe sometimes an NXT guy, maybe an international talent, or a cruiserweight from the CWC or even a Legend. If someone wins, they get to appear on television and defend the championship until they lose it, whether they've got a contract or not, like how NXT has brought in guys on just a few show deals before.
