He's an okay wrestler, he's improved this year.
He's a mediocre talker, he's improved this year.
His booking is worse than his wrestling and his scripting is worse than his talking. Both drag him down and make him appear worse than he is.
He's not a draw, but nobody is besides Cena, Brock or Goldberg.
He's booed a lot, but that's more directed at the creative forces behind him rather than the man himself, whether or not the people booing know that or not.
He's an okay wrestler with a really good look, who's been slowly getting better, but has a character that hasn't connected with audiences on a meaningful level, because he's on a poorly written show.
