Crows can recognize faces. It's possible this one didn't see so well, and mistook you for a human that's harassed it in the past.

I've had this happen before. You know how people get the wrong idea sometimes? So do the other animal species. This crow was either wrong-hearted or was being an asshole because of previous experiences. I just turn and face them and stare them dead in the eye until they back off.
