Its called animal control or the ASPCA and its fucking shit. There are millions of cats and dogs, billions of more including domestic animals that are not cats and dogs. There is not enough room or homes to find for them due to people breeding, and there is not enough money to save even half of them. On top of that, animals are considered property, you need tons of proof an animal is being abused even if it is chained up on a short leash all day and night, and then it comes down to plenty of shitty judges who just don't give a shit.
