It's cause they like you and are interested in you. It can be creepy but just try to ignore it. If you really can't stand it just shake a can of pennies I guess.
My cat stares at me, or watches my eyes, constantly as well. I thought it was a little creepy at first, but now I think it's pretty cool.

Right now (he's just coming up on 5 months) it's super affectionate to the point of being clingy, super relaxed and chill and doesn't mind the precious belly spot being petted, and he'll play with you if you run around the kitchen and living room in circles.
He also goes crazy for paper balls and will come running if he hears any crinkling noises.
Not much of a treat cat, but the paper really gets him going. He also knows that putting the harness on means he gets to go to the park, so he'll walk back and forth in front of the door as I'm getting the dogs leash and collar ready.

That's interesting. My cat is similar to yours except that he loves hearing plastic bags. If you tie it in knots he will play with it. As soon as he hears a bag he will watch and wait until you ball it up and throw it.

I had a rabbit that I used to share my room with. She was usually under my bed, under the dresser, or elsewhere in my room frolicking about.
One evening I decided to give the ole flesh flute a whirl to some enticing pr0n cause I was bored. I got so caught up in the moment of what was on the screen, I turned around for a second cause I thought I heard my mother coming, and sure enough, there my rabbit was on my bed just observing me with her big rabbit eye watching me intensely. She's never done that before and I quickly grew ashamed of what I was doing, lel. Like she was staring into my soul or something.
