my dog was pretty severely underweight when i got him, probably had been starved at some point

A lot of dogs don't bark to communicate with owners, especially if they've been conditioned not to (bark->beat, repeat).
A lot of owners who neglect dogs leave them chained outside or in another room/building/shed/garage, etc. Also probably spend a good amount of time outside so they aren't bothered by it I'm sure.

So this quite large spider has made a Web across my backdoor, and I can barely use the door. Can anyone identify the spider and let me know whether or not it's a good idea to move it? If it's going to have babies then I will definitely move it.

Orb weaver of some sort, you'll have to internet search to find which species. It will move,relocating is no big deal. I had one in a bad spot on my porch- messed up her web and she rebuilt it. Did it again and she moved over to the end.

She surprisingly survived and I had 2 weeks of leg pain because of these two dogs. I know they have a home and where they live. Dogs weren't even checked out for rabies because I live in a third world country.
What do I do? The fucking dogs are still roaming on the streets like nothing happened. I don't know if I have what it takes to kill them.

You know what you have to do. Confront the owner and bring the dog and the medical paperwork. Chances are they're gonna be dindu nuffins and not care what you say.
In that case, kill their dogs. Poisoned meat with razor blades inside should be enough. If the poison doesn't kill them, the razors will shred their throats and insides. Or you could just stop their skulls and chests and leave them to die.
Since you're in a shithole country, you've probably got shit tier gun laws, so you can't just shoot them.

I'm pretty new to fish keeping as a hobby. I've got 5 Zebra Danios in a 20 Litre (4.4 Gallon) tank. I know tanks this size aren't recommended, especially for beginners but space and budget constraints meant that this is all I could get for now.
Should I even consider putting anymore fish in there now or would you guys think that it's pretty much stocked with the 5 danios? The guy at the pet shop said I could maybe get a few more danios and a paradise fish but given what I've read online I'm not sure that's a great idea.
Also, any other advice / wisdom / stories of mistakes you made as a beginner would be greatly appreciated.
That's pretty overstocked. Danios are very energetic fish that are famous for zipping all over the aquarium. You should consider trading them for something that's alright with less space- a few male guppies or endlers would be much more comfortable in that tank. Definitely no more fish but you can try shrimp or snails. Shrimp are fun to watch.
How many shrimp would you recommend? I'm pretty wary of asking the guy at the pet shop now given that he really pushed the danios on me even though they sold guppies too. There's no way they'll swap them at this stage so should I be looking out for a bigger tank second hand to give them more room or will they be fine as long as I don't add any more?

I already replied you in the other thread, they grow up to 6cm and are better suited for an 80l tank. So don't get any more. Best bet is to rehome them or get a bigger tank as soon as possible. Ikea sells 110l transparent plastic boxes for 10 € in europe for example, if budget is currently an issue. Or watch out for used tanks on craigslist or a comparative site.
It would be easier to rehome them and if you want verts either put 3 endler guppy males, 1 betta or 1-2 african dwarf frogs in the tank. They stay way smaller and have a smaller bioload, causing less issues with your water parameters, which could lead to algae and ammonia/nitrite poisoning in your fish.
Inverts could be 10-30 shrimp (beginner species have no big bioload) and some smaller snails.
Using java moss, java fern, anubias and some easy stem plants would give you a way to buffer the inhabitant's waste and decorate the tank nicely.
Do regular water changes and dont overfeed.
My guess is that your current danios are juveniles and maybe 2-3cm long, so they don't feel crammed yet, which gives you some time to think what route you gonna take.
One of my blunders as a beginner was that I had 25 fully grown black skirt tetras in my 350l tank. I decided to cheap out when I wanted to add another school of 25 cardinal tetras and didnt buy the fully grown ones but small juveniles, not to mention that most of them ended up as pricey live food for my black skirts.
I read back then that black skirts are one of the most peaceful fish you can get...guess that's not always true...
So, if I accidentally bother my cat by say, touching her in a place she doesn't like while petting her, she gives me a quick, firm bite that makes it clear she doesn't like what I did, but doesn't break the skin. It's not a play-aggression thing, she just wants me not to do whatever I just did.
Is this a problem behavior I should try to train out of her?

He's quite small right now so I keep him in a medium screen enclosure, he has a decent pool and I managed to get a bowl stuck in between the branches, so that he can eat while he's on the high side of the enclosure
I got him yesterday, this morning he climbed and managed to reach the basking spot but then I measured the temperature with a temp gun and he got scared and fleed to the bottom of the tank
will he climb back on top or will he remain there until tomorrow?
