I want a dog, but live in an apartment complex with horseshit breed restrictions. Weight limit is 100lbs, and there's plenty of places to walk, even a big open field to run around in. Anyone have any recommendations that's not on the list? I don't like small or dumb dogs. I'm considering a border collie, Australian shepherd/or cattle dog. Not really keen on labs.

All the breeds you're after are awesome but don't underestimate they're all highly intelligent and very high energy. If you're not already very active yourself you might want to look elsewhere.
That being said, you might also be interested in English or Australian shepherds as they're fairly similar to the breeds you mentioned.

When I was a kid I owned a pacman frog or south american horned frog. He was awesome, had him for years. Later I also briefly had 2 anoles and an iguana but this was all before I turned 16. Its been a decade since I had a similar pet and I have an aquarium set up and waiting, just trying to decide what reptile/amphibian to go with, ya know?

I think something like a mechanical filter or anything avoidance based would not work, this needs something actively dealing with the problem at a cellular level.
One thing that I can think of that wouldn't be too far fetched is macrophages patrolling the lung that actively take up the asbestos fibers and wander to the respiratory epithelium epithelium once they are "full" to be dumped out via mucus, so your creature would be constantly coughing up or leaking asbestos slime.
This isn't too far fetched because we have a system exactly like it in place with our alveolar macrophages that remove dust and stuff. They can't recognize asbestos though because it's too small, so you really only need a small change to make this work.
Also the actual lung cells would have a higher division rate to replace damaged ones.

I'm thinking about buying a townhouse with a backyard like (pic related) specifically so that I can get a dog. Is this enough space for a medium-to-large sized dog? I'm not picky about the breed, I will likely rescue a mutt from the shelter. I work a 9-5 but don't socialize much, so I would spend my free time taking the dog out to the park and stuff.
You can have a medium to large breed dog in an apartment without a yard. You'd just need to walk it minimum of twice daily, some individual dogs need more, and mentally and physically stimulate the dog enough so it won't destroy your house.
If you are asking if that yard will provide enough mental and physical stimulation to not have to walk or work with the dog, no it will not. That yard is good for a little bit of play, and shitting, and that's about it.

I would never not take the dog for walks, my plan is to take it once early in the morning, again in the evening, and possibly even hire a dog walker to stop by during the day when I work. With outings to the woods on weekends. I want the yard so that my dog can at least go outside whenever it wants, even it isn't a lot of space.
