I live in an apartment building in southern California and one of my neighbors own a dog. Not sure what breed he is exactly but looks like some sort of small terrier to me. The people keep him cooped up on a patio/balcony that is maybe 15x5. Everytime I walk past his space is covered in feces and urine, which doesn't get cleaned frequently. Some nights I come home and it's pretty chilly outside because I live by the beach and he is curled up in a little ball by the patio door on a rag and that's it. He gets at most one walk a day (I think every other day) and is always begging to be let in when the people are home. This really seems like neglect to me; is there something I can do or someone I can report to and if so who?

I have two male dogs. One is around 3 years old and one is 2 years old. We trained them to stay within the yard, but every time we take them off their chains, they end up fighting with eachother. It never happens in daylight. It's always some time during the night. They're usually not hostile towards eachother, and are often seen playing together in the small space that their chains overlap. I hate to see them chained up, but I'm really unsure of what else I can do right now. Any solutions? Reasons they might be fighting?
What you are calling fighting could be normal socialization, posturing, or simply play.

Why do people like dogs?
I let my girlfriend talk me into adopting a 5 month old puppy last month and it's such an awful animal. Not necessarily behavior wise, she behaves for the most part, but she's such a disgusting creature. Anyone that says cat piss/shit smells worse than dogs is deluding themselves. It smells identical. She pisses all over herself whenever someone comes in the room out of excitement. She farts constantly. Pukes on a daily basis, usually because goes and eats dirt the minute she gets let outside. And in general just smells fucking awful even after a bath. How can people let these filthy things in their houses? Surely not all dogs are like this.

Horses are like people. They come in all different sizes, proportions, and fitness levels. A stout fat horse isn't going to go as fast, as far, for as long, as a tall horse who gets regularly exercised and has a high energy level. Also endurance varies from breed to breed.

Its been 3 weeks since I got this 13 week kitten (so now 16 wks) and I still don't know how to trim her claws.
She refuses to let me hold her paw for more than 3 seconds, no matter if she's active, sleepy, or whatever time of the day it is.
I don't want to accidentally cut too deep so she bleeds. I did that once with my rabbit and it was traumatic for both of us. Should I ask the vet I'm seeing tomorrow how to do it?

You'll have to train her to let you hold her paws first. Have her rest he paw in your hand first, then work up to massaging them so her claws come out, giving her treats any time she's cooperative.
It also helps if after that, you train her to accept sitting in your lap like pic related. It's a lot easier to get to their front claws while they're in that position.
