How far in a relationship is the norm for the chick to say "i love you?" When is too early?

To say I love you and to mean I love you are two different things. You have to know someone before you can truly love them.

Depends on the relationship is destined to be more than a casual fling or not.
Depends on how compatible you two feel you are for each other.
Depends on how many poor relationships you two have had prior to this one.
Lots of circumstantial kind of stuff. It's kind of whenever you feel ready. I'd at least wait a while. A month? Maybe two? But if you feel you two are really clicking and they voice the same, sooner isn't bad.
Honestly it should come naturally. That's how I view it.
So if I had a relationship that lasted 8 months, and she said "i love you" first about 4 months into it, that wasn't rushing into it? Although we ended up breaking up because she didn't feel the same way as she did when we first started dating. Still no red flags? Or is it just she maybe realized she moreso likes me than loves me and told me the truth.
