2. if she's socially awkward, then make an effort to make things as relaxed and easy as possible. she sounds like she enjoys your company, so she's likely just as nervous about making a wrong move as you are. if you keep in contact, make an effort to spend time with her, and don't come off as flaky or ingenuine, everything should play itself out.

3. dog parks are great spots for dates. enjoy the time you guys get to spend together, and when/if things seem right to hold hands or kiss or hug or whatever, take advantage of the opportunity

You can either make a move or let your feelings grow and curdle within you until you can't take it anymore and get hurt. Either way you probably can't remain as just her friend.

Maybe she's just shy and nervous with the hands thing. At least get yourself into the hug-zone so you are escalating things even slowly. So she gets used to touching you. Then you can go for handholding later on.
