If you speak with an appropriate doctor they will generally refer you to someone that can write a prescription for you if it's applicable.

for example, a psychologist might speak with you and decide you're depressed, then refer you to a psychiatrist that he knows. A general physician might write certain prescriptions himself if it's appropriate.
