I'm 24 and can't grow a beard. In fact your sideburns are fuller than mine. My Mustache is thick as fuck but nothing else seems to grow.

You could perhaps do something like this amish beard but it'll take time. Also I'd suggest getting some facial cleaner to help deal with that acne you have.

Man I have a presentable long maybe six or eight inch full beard. I couldn't grow shit until I was 21, then it was patchy for a couple years. Now I'm 25 and it's not amazing but it's okay. There is nothing you can do if you have bad beard genetics. However give it time you're still young. I had less than you at 19.

That's not really a whole lot for 19, I was growing a noticeable beard at 19 but it didn't fully come in well until I was closer to 22 or 23.
It steadily grew in more over the years so I suggest until you get a couple years older, shave that shit off so you don't look like white trash. No offense but that's just how that comes off and it would be better to be clean shaven rather than have a dirty mess on your face. The hair will hold oil so get a comfortable razor and/or moisturizing or cooling post shave balm to soothe your skin so it's not all red and cut up after you shave.
If your beard was thicker I would normally say it hides acne but in your case I would just shave for at least 2 or 3 years before trying to grow it out.

Keep shaving it, I've been told that makes the hairs grow thicker, so while you may not have a beard now, you can have a better one later on.
Actually, that's probably true either way at your age.
