there are no restaurants, as I said, small town. I've been going through hundreds of scenarios in my mind but I can't think of a place. our city has a park, thats it. she's also been there a thousand times, and saying "lets go to a park" sounds weird

If you have nowhere else, take her somewhere that has significant meaning to you. Keep it a surprise. Take her to the place you have good memories, like a lake you used to skip rocks at or a trail you used to walk through beautiful wooded area. Afterward take her somewhere to eat.
I wouldn't really advise it for a first date, at the very least the second proceeding a more generic date but given the circumstances it's your best bet.

Don't tell where you're going, make it a surprise. Do something fun once you get to the park. Have a picnic, try to fly a kite, sunbathe, whatever. Dates don't have to be complex plans, it's just really an opportunity to hang out, both knowing there could be something romantic, and testing if you click. My bf once took me to a park just to stargaze and it's one of the best dates I've been to, because he'd done research and told me stuff about constellations while feeding me chocolate.
