There's a chance she's a genuinely busy person with a lot of uni and work things going on. But really it's more likely she's not into you and just sees you as a casual friend.

Generally if someone doesn't make any effort to see you, they're not into you. The Brad-Pitt-rule works as a general rule of thumb:

The dropping plans part is extreme, but you get the point. They'll act like they care. Even something as simple as "Would love to hang out, but I have plans for the night. I am available this coming weekend though!" shows some enthusiasm for actually wanting to see you without necessarily making your company their absolute top priority.
