/adv/, I need help regarding a subject that may or may not be life threatening.

Let me start by somewhat explaining my problem.

I live in Venezuela. As some of you might know, the country has become a commie shithole.

I've been doing my best to leave, but everytime I think I have it sorted out (like,now I managed to make some money in $, which helps because we have a very strict exchange rate control), something else comes up to fuck my shit up.

Now it turns out, I need to renew my passport, but due to corruption and a ridiculous resession, public workers are "asking" (more like stealing with your permission, because it's fucking ilegal) for $500 to print your passport, because "there's no material to print them". And the worse of it all? No law will punish these dick suckers, because law enforcement plainly doesn't exist here.

So I have two alternatives:

a) I pay the ridiculous amount of $500 to get my passport printed, but take longer to leave this shithole, and risk being left with no internet because of some new censorship bullshit the government comes up with.
b) I don't pay and live here until I die of either anger, depression or maybe even hunger.

What I really wanted to ask /adv/ is if there's any other alternative. I feel like paying these $500 doesn't ensure I'll be able to leave, and whoever I pay this will be all smiles and not give a fuck. But I don't want to stay in this shithole.

Is there any international law that helps me if I can't get my passport issued because the country is ruled by thugs?
