A Chinese friend (female) offered me $5000 to participate in a green card marriage for 3 years. I would get legally married, $5000, a Chinese green card, and I would move to New York with her. Am I getting low balled? How much do people usually charge for this? She's a really good friend. Please advise.

You'd have to show evidence of living together too, shared bank accounts, housing, stuff like that to let homeland security know its legitimte.

If you're talking about the Chinese green card (people's republic of china) then you can't get it, it's basically impossible to get even if you meet all conditions (you just won't get it unless you basically are a pawn for the communist party).
If you're talking about the US green card, she is very likely to cheat you and never pay you the money. You take all the risk as well and risk going to prison. Basically you can never ever go to the police and tell them that you were scammed out of 5k which you were promised in exchange for a fake marriage.

all the anecdotal green card marriage I've heard of start at $30K, and they're usually caught during that 2-3 year window where the gov't has you under tremendous scrutiny
As long as she's paying for housing in NYC you can't lose. Bonus points for getting married in China and using it as the basis for your visa in the US. Marry her and bring her home.
