Speed reading is almost always some tricks for skimming. They get you from one corner of the page to the other, but not with much absorption or understanding. They might be useful for casual reading, like of magazines - but then the whole point of casual reading is to fill up time, so you don't want to speed up.

What you are looking for is efficient reading - the ability to read at whatever speed and to get most of the meat out of it without having to keep going back. Google "study skills" and "efficient reading"
