Buy some blistex. Apply thin layer of balm to lips every two hours, daily. At end of day before bed, gently exfoliate lips with soft toothbrush, then re-apply balm.

Repeat indefinitely.

Mine get like this too, Carmex and burts bees work wonders. It's most likely your water intake though. I know I suck at staying hydrated and I'm pretty sure that's why they get like that.
