the trick friendo is to be natural about it. Try and be clever. Mention something situational or maybe just pretend you are asking her if she needs help, get a vibe from her answer and go from there. Be prepared to talk about shoes and other shit. Might spill your spaghetti the first few times but after a while your responses will sound more natural.

How far into a regular conversation is it appropriate to say some shit like "Hey, can I get your number?"
That's the hard part for me. I can talk to women just fine. I can create conversation if I need to (Although forcing it is somewhat difficult), but I never know the golden opportunity to ask for the number.
You can ask for her number at any time just make sure you're determined when you do it.
