My next door neighbour currently has a cat in a kennel, and has kept it there for about 2 months. It constantly crys and I was wondering what reason would they have to keep a cat locked up this long. It is never let out and I am wondering if I should I call a pet rescue agency?
They also have a dog that stays in the house

Maybe the cat is dangerous and has been confined to cat prision.
Call animal control. It's abuse to confine it.
Or next time it rains or is remotely hot, just go take it or set it free. If they call the cops you can claim you saved it's life. Just be sure to document and film the whole thing. Then they'll be forced to investigate the abuse. I would continue to gather evidence against them to show authorities.
There is no doubt in my mind you that should definitely be calling them to investigate the situation.
