I looked at the local cost of college tuition here in the USA, California.

I'm at odds at how to raise a couple thousand dollars when I start from nothing. My parents have no capital. If you have finished college before, how did you do it?

I'm a poor Mexican in LA enrolled in Community College. They give you more than you need for basic food/health services.

If you're smart, get a scholarship. If you're not, spend the first two years at a CC, living at home, commuting and working at least part time to cover expenses.

You don't need to be smart to get scholarships. You just need to know how to answer a question within one page. Easy money.

Do your time at CC, and if you live with your parents, please live with your parents. Living expenses will take a big hit on you.

Go to CC for the first two years, if your family is really that poor the financial aid you get should cover all of your expenses. Once you get to a Uni either take out some debt or just accrue money while you're in CC
Also, try to find PDF versions of your books online instead of renting/buying, it will save you tons of money since most classes don't require you to bring the book to class so there's no point in a physical copy

and like I said, they give you generous financial aid if you're really broke. Not enough to pay rent, but enough to not ask for money from your parents if you do so.
