More like headhunters as private investigator specialized in wanted criminals.
the only thing that comes close to a real life equivalent is a bail bondsman, so I'd look into that.
There are hitmen who work for organized crime to be sure, but that's not a job you can just decide to do you'd have to already be part of the organization.
Depends on where you live. You could probably live well in New Guinea.

No particular reason I guess. It's just that European authorities tend to be fairly strict when it comes to vigilante business. Obviously bounty hunting isn't vigilante, but it's fairly similar.
